VIKING PAUL TANAKA

AND THE LEGACY HE BRINGS IF ELECTED
SHERIFF OF LOS ANGELES COUNTY

Over the past several years, the Los Angeles County Sheriff's Department, under the leadership of former Sheriff Lee Baca and his Undersheriff Paul Tanaka, has been under federal and local investigations for jailhouse beatings and a pattern and practice of discrimination against minorities. Under Baca and Tanaka's watch there has been a sharp rise in deputies shooting unarmed citizens even though crime rates are down in the communities they patrol as well as a myriad of other crimes which have all been committed under the color of authority. 

The crimes committed under Baca and Tanaka are symptoms of a department wide cancer: Tattooed Deputy Gangs. Although Los Angeles County Sheriff's deputy gangs have been targeted in Federal Court and the news media since the 1990's, their gang culture and influence continue to plague the department. 

       Former Sheriff Lee Baca rewarded and reinforced the deputy gang culture within his own ranks. This cannot be demonstrated more clearly than by taking a look at the career of Paul Tanaka whom Baca appointed as the Undersheriff and who is presently running to be the next Sheriff of Los Angeles County. 
 
       Paul Tanaka's history as a deputy is more than troubling. On March 8, 1988, Sgt Paul Tanaka, along with three other LASD deputies, shot and killed an unarmed 19-year-old young man hitting him nine times in the backAs Tanaka and the other deputies stood over the handcuffed young man watching him bleed out, a Long Beach Police Officer on the scene turned to his partner and said,  "We just observed the sheriffs execute somebody."

       A wrongful death civil rights lawsuit against Paul Tanaka and the other shooters settled out of court for nearly $1 million 
For his part, Tanaka was promoted to the rank of lieutenant and invited to join the Lynwood Vikings.

Ironically, in answer to public concerns regarding a rash of deputy involved shootings of unarmed individuals, former Sheriff Lee Baca assigned Undersheriff Paul Tanaka to head a "Think Tank" regarding this issue. 

  Paul Tanaka is planning on being the next Sheriff of Los Angeles County. Tanaka is also a tattooed Lynwood Viking gang member. Before resigning as Undersheriff, Tanaka was relieved of his duties as head of the department's intelligence unit where he served along with fellow confirmed tattooed Viking, Lt. Greg Thompson. Both men are accused of being directly involved in hiding a jailhouse F.B.I. informant from the F.B.I. 

 
Viking Lt. Greg Thompson is also accused of covering up an incident regarding a deputy's involvement with a powerful skin head gang member. "An inappropriate relationship exists between certain LASD personnel and various inmate jail gangs, expecially white supremacists. LASD personnel use these jail gangs as proxies or agents to retaliate against other LASD deputies and inmates. Within these inappropriate alliances, the gangs are given certain privileges that they are otherwise legally precluded from. Similarly, the gangs provide LASD personnel with certrain benefits, which include carrying out certain tasks on behalf of LASD personnel. Thus, these gangs often act under the color of law because of powers delegated or provided by LASD," (Courthouse News Service, Deputies Rothbun, Sexton vs. County of Los Angeles et al).

       Tanaka is one of a handful of minority Lynwood Viking members. Minority Viking tattoos are configured differently than the white members who dominate the Viking's roster. A federal judge found the Vikings to be a "...Neo-Nazi, white supremacist gang." 

       To date, only fifty-three of an estimated 100 tattooed Viking members have been identified. They presently hold many of the top and most influential positions within the LASD.
 
       A new generation of deputy gangs have become cliques for minority deputies. "The Regulators" out of the Century station and "The 3000 Boys" who are rookie deputy guards assigned to the 3000 floor of the Los Angeles County Central Jail are primarily Latino deputy gangs. During a deputy 2010 Christmas party, The 3000 Boys were in a gang fight involving two dozen deputy gang members as witnessed by their own families and guests.

        Other recently discovered deputy gangs operating with impunity within the Los Angeles County Sheriff's Department include "The Jump Out Boys" which are part of an elite anti-gang unit where being involved in a shooting is a badge of honor. East Los Angeles Sheriff's station is presently the home turf for the "The Banditos" who demand sex from female Sheriff's trainees. 

       Several years ago, it was proposed during a hearing before the U.S. Commission on Civil Rights that complaints of excessive force and wrongful deaths be cross-referenced with tattooed deputies and those who are not tattooed. Former Sheriff Lee Baca believes such a registry might actually absolve the group of the most serious suspicions. However, during his tenure, Sheriff Baca failed to order such an investigation. 

Presently, both former Sheriff Lee Baca and former Undersheriff Paul Tanaka are under investigation by the FBI for encouraging and covering up deputy gangs and their violence within the Los Angeles County Jail. 

The increase of deputy gangs operating within the Los Angeles County Sheriff's Department coupled with an increase of shooting deaths of unarmed individuals and a pattern and practice of deputy violence within our jails, demands accountability and new leadership within the department. 


  
  The agencies empowered to protect the public from unlawful acts committed by sworn deputies have failed miserably. The Los Angeles County District Attorney's Office and the Attorney General's Office, have turned a blind eye to deputy gangs and their crimes committed under the color of authority. Only resently have the 
Federal Bureau of Investigation and the Justice Department brought a measure of accountability on these issues. 

       Ultimately, it is the responsibility of non-gang member deputies to stand up and retake their department. Non-inked deputies owe that to themselves, their department and the public they serve.
